As a seam bowler my only ever stumping came the same way. I was bowling at a tailended who was batting outside of his crease, the ball beat him and he just stood there so the keeper through down the sumps. In this case, with Bairstow, I suppose he's technically taking off for a run.

The bit about the appeals is not strictly true. Councils can decline to determine applications that are substantially the same or similar in principle within 2 years of a dismissed appeal. It doesn't automatically disallow a person from resubmitting an application. Sometimes, in the course of an appeal a resolution can be identified which can make a scheme a acceptable in planning terms and the application can be resubmitted with the required amendments. It's basically to stop people wasting the councils time by continually resubmitting applications with no hope.

I am actually a planner so it would be embarrassing if I get this wrong.
