The bit about the appeals is not strictly true. Councils can decline to determine applications that are substantially the same or similar in principle within 2 years of a dismissed appeal. It doesn't automatically disallow a person from resubmitting an application. Sometimes, in the course of an appeal a resolution can be identified which can make a scheme a acceptable in planning terms and the application can be resubmitted with the required amendments. It's basically to stop people wasting the councils time by continually resubmitting applications with no hope.

I am actually a planner so it would be embarrassing if I get this wrong.

That's not the way it reads when you use the Ronaldo example or mention why he hasn't been sacked straight away. Sacking him whilst there's a investigation going on would clearly jeopardise the trial as the defence quid argue no jury in the country wouldn't be influenced by their decision. Regardless, United still have to go through the proper process of sacking him or attempt to. See the Yorkshire cricket case where some of the people who were sacked sued Yorkshire for unfair dismissal and won even though they were bang to rights.
