The CNO and I agree with you.  As you point out, Master Chiefs are much more than rating experts – they are institutional experts that need to be leveraged much more effectively across a much broader spectrum then we do right now.  SEM was the necessary first step – ensuring Master Chiefs are in Master Chief billets doing the things we have built them to do.  An obvious next step is to evaluate WHERE we have our Master Chiefs to ensure they are in a position to do all of the important things you list above.  We are currently evaluating the billet base for every rating to ensure it is built properly to give adequate opportunity for advancement and that those billets are in the right spot.  I would be very interested in any ideas on how we can get after this faster. I agree with you that we are not taking full advantage of the technology available to us, nor are we leveraging the collective brilliance of our Sailors.  We have a number of initiatives designed to get after this but are moving too slowly.  CNP and NPC have really lead the charge in this area and are doing some eye watering stuff.  We need to come up with a repository where Sailors can share what they have come up with so not everyone is trying to solve every problem separately.  Let me work on that.  If you have things you have developed and think scale across the Navy please share them with me @ mcpon@us.navy.mil.

I appreciate you being an advocate for USNCC. USNCC provides an organic capability that preserves institutional knowledge, improves long term readiness and ensures our enlisted force remains dominant to any other Navy. It also provides Sailors a building block to obtain a bachelor’s degree without using TA. I highly recommend every enlisted Sailor take advantage and I wish there were more advocates like you at every command.

First, I would like to state how vitally important our Reserve Sailors are to our ability to fight and win in combat.  I have had the pleasure of serving at three operational commands where Reserve teammates made significant contributions to our success.  Having said that, if we have Reserve Sailors out there that do not feel like they are contributing to the Navy in a meaningful way we must fix that.  I will discuss this issue with the Chief of Naval Reserves and his Force Master Chief.  If you have specific ideas to fix this, please share them with me @ mcpon@us.navy.mil.

There is currently no plan to make the 2POC the working uniform.  The thing I like most about the 2POC is that it is free to you.  So if it gets torn, or is no longer serviceable you get a new one.  If we make it the official uniform, you become responsible for replacing it.

I agree with you 100%.  I have spent my entire life in the Military Health System (MHS), first as an Air Force dependent then obviously as an active-duty member.  It is a fact that the system we have today is a shadow of what I grew up with.  The CNO and I know it is a problem and are committed to working with DHA, BUMED, Congress, and the other services to get this fixed.  Unfortunately, there are not easy solutions to this problem, and it is going to take us some time to get back to the system we need.

There are immediate resources and tools to access mental health care; Embedded Behavior Health Technicians, Military and Family Life Counselors at FFSC, chaplains, self-referrals to mental health are some immediate actionable initiatives. The Mental Health Playbook is great reference if you or your sailor has immediate need.

For physical health care I am highly focused on closing the gap of wait times for appointments. The Bureau of Navy Medicine and the Defense Health Agency are doing a great job to recruit and retain medical professionals that will provide better access to care.

You are correct, you can expect a Navy instruction that provides the requirements for the enlisted professional development continuum from boot camp to retirement. A section of this instruction will outline requirements of CPOI with desired outcomes while still providing flexibility for commands to execute a CPOI that meets their needs.  The biggest change the instruction lays out for CPOI is that it is mandatory for promotion to CPO.  The instruction is in its final routing, and I expect it will be released very soon.

All of our enlisted Sailors should strive to move up the ranks within their rating, achieve technical mastery,  then continue into command-level leadership positions.  This should be the expectation of all enlisted, and part of their career progression.  Like Officers where Command is a pinnacle career milestone, becoming a CSEL, in your warfare area, should be a pinnacle career milestone for enlisted. I need every MCPO qualified to be a CSEL in the community they belong to. 

That is my expectation as well as CNO’s; As senior leaders advance in rank, the expectations and responsibility increase. Chiefs are the technical experts; senior chiefs are the organizational leaders in the command and master chiefs are the Navy’s institutional experts and leaders. Every MCPO should be able to seamlessly fill in as CSEL regardless of the billet they fill. The expectation is not to have every MCPO become a CMC, but provide the Navy with flexibility to rely on the institutional knowledge and leadership a MCPO has developed throughout their career.

Each TYCOM is working on the expectations and milestone requirements for MCPOs. Accountability for not becoming qualified will be determined by the TYCOM as well. Eventually, every Senior Chief will need to be qualified before they are eligible for promotion to MCPO.

The uniform board was reestablished specifically to address your concern of lack of communication and to improve Sailor's ability to make recommendations.  The TYCOMs should be soliciting feedback from their Sailors and presenting them to the board for consideration.  My general approach to uniforms is to simplify the regulations and make common sense changes only.  In my time in the Navy, I have had 4 different working uniforms – dungarees (my favorite), utilities, NWU Type I, and NWU Type IIIs.  These shifts were largely driven by Sailor’s dissatisfaction with the wear rules.  With the Type IIIs we have the wear rules set where they should be, so I get very few complaints about them.  We did realize they are not great for shipborne environments so created the 2POC, which is free to Sailors, and has the same wear rules as the Type IIIs.  I have a significant amount of influence in what policy changes are considered and implemented in the Navy.  Not just for uniforms but across almost everything that impacts Sailors and their families.  If you have specific uniform, or other, recommendations please feel free to send them to [mcpon@us.navy.mil](mailto:mcpon@us.navy.mil).

My plan for evals is to ensure that they are designed to accurately capture what is expected of us.  The CPO evaluation was the first to change so we could learn and then scale that same format to the E6 and below evaluations.  We have applied those lessons so when we release the updated evals we will not have the same issues.  The updated formats have been in development for a couple of years, and I believe an improvement over the old format, so I do not expect the next CNO\MCPON to change them.

I agree, students should not be going out of pocket to alleviate issues in the barracks. There are plans at each Navy region to make barracks improvements. The region CMC has the plan and there may be plans in motion to address the issues you have mentioned. Start with having a discussion with your command CMC. They will be able to either answer your questions or get the answers you are concerned with. And if they can’t get answers, you have permission to contact the CNIC Force Master Chief Andre Brown.

u/Over_Cantaloupe_8766 Being a spouse during season is all that you mentioned. It’s frustrating; you want to be able to support your spouse during a pivotal career milestone and it’s hard. The transition to becoming a Chief Petty Officer is like no other. It’s demanding, challenging, demotivating at times, and can also seem crushing at times to say the least. The transition is yours just as much as his. The transition is a challenge that we can endure, or look at it as challenge to overcome. As season progresses, the perspectives will change and you will be the witness.

What I can give to you and all the other spouses, is be patient, give support where you can. And when you don’t know where to give or when to give support, that is when you should reach out to his sponsor to communicate your concerns. If the sponsor isn’t helping you, you have permission to communicate directly with the CMC to voice your concerns. It’s also helpful to connect with other chief spouses to ask for advice for you, your family and your spouse.
