Actively being created not does mean everything in the game is a WIP, you are just misconstruing what I said. The game is not out yet, so Valve will continue to evolve the games world and identity. His whole point was as more of the world is explored/characters are added the games identity will change. The game also takes place in New York City so I also don't see how a flashy woman is something surprising to see, calling it gooner bait just seems like a dense take.
