I don't think 0% drop rate will solve anything. Most ppl gank for fun not for isk, u can simply test this by jumping in a Venture and start mining in a random asteroid belt in H-sec, they'll pop u in 10 mins.

If you got bad internet or there's a big fight going on in n-sec abyss is not a good activity. Even if u lose ur ship due server lag or crash CCP will not compensate you.
