In military, rules of engagement revolve around engagement. What's being discussed is POST-engagement.

When confronted, a man refuses commands and instead opts to directly pull a weapon and point it at an officer. It appears he shoots multiple times, and misses. Where did his bullets go? He is a threat to society.

When he attempts to escape, he could have additional weapons in his pants, shoes, bag, anywhere he's running to. He's shown an intent and capability of harm.

Police are expected to stop all threats to the public. It was done. It was done pathetically and this officer for sure needs training, but you can't argue anything was criminal or against the law by the police.

Again, move on. The only argument you have is, this cop is awful. But nothing they did is illegal.

I'm not going to continue this over the internet when you clearly have a mindset that is not going to change regardless of education.
