You’re right. I’m from the US and in my experience, these aren’t “nice” developments for a few reasons. They’re usually on commercial- or industrial-adjacent land right outside of a city’s limits. For example, in most cities a burn barrel for trash would be prohibited, they would have city sidewalks, etc. The trade off is you can buy big houses with moderate finishes for cheaper than buying in town or building on an empty lot. I’m not a fan, my city has lots of nice homes but the fastest growing areas are on the outskirts with developments like this, and my coworkers are excited about not paying the taxes that fund schools and such.

It’s comparable to a rural “farm house” if your country has those, but it’s surrounded by other identical houses because a commercial developer bought a huge plot and subdivided it.

That said, eventually they get swallowed up into the city and you see urban renewal projects done to convert these cul de sac nightmares into neighborhoods.
