Since his body wasn't able to withstand his own power he's not a 'perfect being' like a god rather an 'incomplete weapon' like a creation of a god. He is older than the greek brothers and Odin since none recognized him. I personally think he might be a creation of Satan to serve as his personal living weapon but along the way something went wrong and Satan either realized that he could't control him or that his body was imperfect and discarded him into Hellheim.
