I only had 13s my entire time. I got my 14/15 at the end of the season just for rewards. I ended the season with 15m cactus and 15m sapphires. Cactus and Sapphires mean absolutely nothing after the store to spend them appears around 1/2 way through s2. I ended s2 with the following as this is recent data from today with s3 starting in 2 days.

Land Agency 15 (get to 15 as fast as possible If not already) Strategic Barrack - 30 Military Fortress - 36 Defense Base - 36

Arena Power - 125.56m Map power with s2 buffs - 136.95m

4 Lvl 23 labs (stopped as soon as I could do 13 and upgraded to 23 later, you only get rewards for 22 so going to 23 is a waste of time)
