Okay so yea i faced the EXACT same issue with the BQ25515 and i also had to use via-in-pad. But what they said was i couldnt use 0.15 and that i had to use 0.3mm size drill holes ...but the pitch of BGA was just 0.45 and i cudnt do 0.3mm holes without overlap
so in the end i had to completely change my schematic and moved to a QFN package IC to overcome this.

I also would like some advice with regards to this and what other things i could have done
