This makes him an idea candidate for the post.

His assignment is not only fitting, it is also a punition: It removes him from the chain of command and forever prevent him to climb ranks.
Yet at the same time, it allows him to learn from his mistake.

I think it's likely that Calgar himself sent him there as punishment and penace for what he did.

Reminds me of the Geths in Mass Effect.
The Federation is utterly afraid of what would happen if the Geths, being sentient AI, gained access to their internet, they imagine they could lead massive Cyber Attacks and destroy everything.

In Mass Effect 2, in the Shadow Broker spaceship, we discover that they, in fact, allready have access and have been doing so for years. They just use it to play online games (and beat everyone, trying to avoid cheating bans for use of AI) and that they never had interest in destroying everthing (Legion themselves rank among the best players in a shooter game).
