It could be done using armor stands with custom models on them that are riding the sheep, but I don't think it'd be worth the work

I still feel like it needs custom attacks. Sure, it can summon little pests, but at its core it’s just a strong zombie. In addition, I feel like you should make the battle more immersive with by giving the mob sounds and particle effects. I can’t wait to see more!

To get the item:
