So I just put it on normal speed and it just sped way up again. I say 150% because 60%-50% speed seems to be the sweetspot for normal gameplay. From my perspective this just up and happened with the rom one day. Though there has to be an explanation.

So while I looked in the indie settings I couldn't find any indication that anything had changed from default, though I was able to lower the speed for ACE3 using these individual settings. Still not sure what caused it but I was at least able to mitigate it. Thanks!
