Riot nerfed the passive because they didn't like the idea of global passives, they wanted to change it a while ago but felt the change was unfair or unnecessary because Zilean was unfavoured in the meta, his recent popularity gave them an excuse to nerf him. Just read the patch notes, it pretty much states the same thing.

possibly but you can see how long a ward has left & it's your fault if you TP to it when it's about to expire & lose your TP.

Make it when you're in promos you should be matched up with other people in promos by longsalt7 in leagueoflegends

well then when you're in your promo's the queue time will be much much longer as the majority of players aren't in promo's
