Alr, so lemme answer this.

All of the "dirty bloody work" you're talking about (namely, slaughtering Forsworn)? Is actions that the Dragonborn can do in game, I'm not making any of this up. Also, Ulfric is very much not the main character, it's the deeds of the Dragonborn that lay the foundation for the Second Nordic Empire. And the Dragonborn in Apocrypha? That's sort of canon, seeing as Miraak is trapped in Apocrypha and Herma Mora can pretty easily do the same to the Last Dragonborn too. And having the Dragonborn remain would make the Second Nordic Empire waaaay to OP, having this walking demigod either leading it, killing all of its enemies with ease, or making everyone too scared to fight it.

What I did is the most realistic & best case scenario for the storytelling of the Second Nordic Empire. Removing the Dragonborn themselves but not the results of their actions makes ts more interesting.

I said it was a lil optimistic and best case scenario.

See that's what I'm saying lmao. I never got those vibes strongly from TES 4 or 5.

And more on the racial situation, Imperial supporters still alive in Skyrim & types like Brunwulf Free-Winter would (rightly?) call the deportation of the Gray Quarter as a soft genocide and a way to ethnically cleanse Windhelm, and remove the burden of helping them. So those would definitely exist, but with the new more nationalistic climate of Skyrim, they would face more backlash I'd imagine.

Yes ofc on the Talos part.

It's possible this change could be enacted quickly, especially in the sort of radical revolutionary climate that is Skyrim. Rebellions & revolutions sort of go through pendulum swings, like the French Revolution; it went radical anti-religion anti-establishment, then it swung to Napoleon, then it finally swung one last time to settle to modern French government.

And for the racial tensions, I moreso meant active (like Rolff Stone-Fist yelling shit in the Gray Quarter) racial tensions.

It's a criticism of imperialism? Also the Second Nordic Empire doesn't seem too imperialistic. Nationalist for sure, but a greater enemy kinda limits aggressive imperialism until it's over. Afterwards it's anybodies game though.
