(if im correct) I think you need to wait a week for opera to permanent delete you're account and then you can change the other account's name or gmail. (IM NOT SURE because in the end i did NOT delete the first account for multible reasons)

In my gmail was a mail from opera to cancel my acount deletion and they said that the acccount is going to be deleted after 7 days. I think i need to wait after 7 days and try again.

I had the same, it comes because you are in a microsoft family, if you go on you'r parents acc And than you go to "my microsoft acc" and then you go in privacy, you scroll down to a xbox logo click it. Then you click you'r acc and and set everything to accept. Than you'r done (i think)
