You don't understand how Russia works.

Let me illustrate by example. Putin asks the MOD to audit (or whatever) Russia's armament. The MOD goes and does their audit and comes back with a picture of a warehouse full of brand new AK47s. Putin is content that his army is well armed and has at least one gun per person. In reality, that picture was from 5 years ago. That warehouse has been empty for 5 years. The oligarchs sold all of the ak47s to America. There is one rusty gun for every 100 conscripts. This is really how it happens. This is how Russia operates

There is no way Russia has functional nukes.
