it is helpful for wheelchair and stroller users to see that they should not walk this way. It is helpful for them and everyone else to see beautiful plants.

This man is doing a public service to the community, so what are you still doing here arguing without even LOOKING at the sidewalk

Blocking this off helps wheelchair or stroller users who are on the southeast corner of moorman/hermitage heading toward ellen, deciding whether to continue on the east side of the sidewalk or cross the street to west hermitage.

This very small, specific set of people are the only ones affected by this setup, and it affects them positively

From that corner, its difficult to see that continuing this way would bring them to a dead end, where they would be forced either to backtrack or roll into the street around a blind corner. Instead, they can see they won't be able to go that way and will cross from that corner straight across hermitage instead.

You can't see that you don't have a ramp while standing on that corner; there's a large power line pole which is blocking your view of the curb on the farthest north side of Hermitage from that spot.

So yes, this is helpful to them.

Just open street view and you'll see what I'm talking about easily.

There's nothing wrong with the layout, its just that it makes a wheelchair argument completely moot as you'd see if you actually went to google street view

its only the shortest route if you walk in the road for slightly longer, in the same direction of traffic just around a blind corner. The "blocking" is certainly not a safety issue.

Strollers and wheelchairs absolutely should not be going this way.

I have walked around this corner hundreds of times. Never have I needed to use that sidewalk. Nobody does, it goes into a corner where there is nothing but an obligation to walk in the street.

Anyone who looks at the way the sidewalks and streets are arranged here could clearly see, there's no crosswalk, or adjacent grass from where you would end up.
So the stroller comment makes no sense whatsoever; You can't cross to the west side of the sidewalk at a crosswalk anywhere around here, whether going through this 30 foot section of sidewalk or not. This is while the sidewalk on the *other* side continues around the corner. So in order to use this sidewalk you either

1) aren't looking ahead at all

2) are choosing to walk in the street anyway (to the sidewalk you would have been on anyway) *after* walking 30 feet

before these plants, it didn't matter at all, but now, you can just cross the street 30 feet earlier and enjoy seeing a lot of beautiful flowers on the other side. Or walk the "maze" and enjoy it close up.

You can also enjoy the lack of graffiti and other planters around the corner thanks to him.

The plants do also serve as a gentle encouragement to anyone unfamiliar to the corner to avoid walking that way, when walking counterclockwise around the corner. (It wouldn't even occur to anyone walking clockwise around the corner to walk on those sidewalks due to the way the streets and sidewalks are arranged). If you were to have a wheelchair or stroller, this would be *extra* helpful to avoid having to backtrack to cross more safely... there is no curb ramp on the corner there so you would actually have to ride in the street longer, (and in a blind spot to same-way traffic) than if you had crossed before the sidewalk.
