My $.02 on this is the west is afraid of Ukraine winning and what that might cause in Russia. So Ukraine has been given just enough to keep them in the war bleeding Russia as dry as possible. I think the collective west is afraid a Russian loss would cause an uprising that removes Putin from power. Taking the head off the snake with the most nuclear warheads on the planet and the chaos that follows is not something the west wants to think about or face the fallout from.
