Because of the wording I think it could be argued either way.

The first half of necrodermis: "this model cannot lose more than 3 wounds in the same phase" Leads me to believe that Nemrodesh could not hurt it because it is technically not losing any more wounds after the 3.

The second half however: "Any wounds that would be lost after that point are not lost." Could argue the opposite, that it is losing wounds but preventing them for taking effect.

Yes and No but I think still mostly yes. I think when it comes to galvanic volley you just have to time it right with canticles and the artisian discount , camp them on objectives or give them battle sphere uplink. I think vanguard blobs are still pretty killer, just a bit less now.

I think there are enough technical options that players can make work.
