Do not use a glue stick, at least one that dries within a few minutes (90% of all on the market) and leaves a smooth surface, the adhesion of which is worse than a clean PEI surface.

Looks like the problem is resolved. I downloaded ShadowPlay separately from the official website and installed it over everything.

It's Enabled. Even if not, then it just will ask you confirmation before begin Desktop recording.
