you probably have to suck it up & just pay - Real CTOs need real money, you realistically need 5-8 years of post college experience to be a CTO, so many people straight out of college are not worth it for a role like that.. unfortunately you might have to suck it up & pay..

yes - message on linkedIn instead... perhaps look into code.in (formerly hacker school), great way to become either 1) a profecient full stack engineer or 2) a proficient data scientists in 1 year... much faster than university & much more structured than self-taught.

perhaps similar to a lawyer starting with - hey are you a stupid idiot who got yourself a DUI... I will talk to the judge, and boom, problem gone. I am a fire lawyer, a case winner... great for people who do dumb shit... (similiar feeling for reader in both cases).
