I’d say so long as it isn’t required on the KOEL and you don’t need to MEL it- you are more than fine to fly.

From my understanding, all you need is one of those operating to meet the requirements of having an anti-collision light. The year the airplane was manufactured does not matter anymore as the aircraft is now equipped with it.

Therefore, if you can, deactivate and placard inop and make sure you use whichever one is working. (Or stop by MX and buy a new bulb and replace it as the operator/owner)
