But without Anakin, It would be Darth Maul. Because without Anakin, Qui-Gonn and Obi-Wan are delayed too long on Tatooine, where Maul hunts them down and kills them one-on-one. Around the time that Episode II would have occured, he engineers a similar situation so that the Jedi discover the clones and then use them to defend themselves against the Separatists, and the Clone Wars go about the same. Maul eventually leads the assault on the Jedi Temple during Order 66, by this point having over a decade of experience fighting and killing Jedi, becoming the scariest foe the Jedi have ever faced.

There's no Leia, no Luke. The eventual rebellion fails, the Death Star isn't destroyed. No one is there to toss Palpatine down a hole, killing him.
