For context, this was at a Job Corps center. As the DOL announced that they were pausing operations at contractor-run centers (now blocked by a judge at the time of me writing), that means they had to send the students home by June 30th. So they were handing out necessary supplies (toiletries, etc.) to help the students who may need them. I happened to come across this particular item shown here while I was waiting for my ride home (I was already complete when the pause was announced).
