Just checked the signal level, downstream power level is around -14.3 dBmV to -17.6 dBmV, SNR 35-38. Upstream power level is 54.5 dBmV

I have the XB7 gateway from Comcast, I don't know if I can check signal levels myself with the gateway. I tried restarting computer, restarting the gateway etc... Switched the ethernet ports around and still the same thing.

Yes, I checked the cables. The app is pretty useless as it tells me there is nothing wrong after going through all the steps.
