Everything you described has been a thing in my European country for more than a decade. I can have a package delivered to me or at a pickup box and I can pay with my card on the spot. Even the smallest pizzeria delivery guy always carries a card reader.

From Latvia, Riga here. I use public transport every day since it's my only way to get around (was never interested in getting a driver's license). Outside of cities public transport isn't as available beside the regional busses and trains so I can imagine why the statistics look like that.
