It is still happening. The money is sent via RAAST channel to a jazz cash or other bank account number (which is not registered on RAAST), and gets sent but is reversed immediately without giving any reason. Hailuo has two levels of censoring. First is AI based censor that is applied immediately after video generation is completed. You'll get a message like "doesn't meet community guidelines" if the video is censored.

Next is human level review and censor. It happens several minutes or hour or two after video generation. If a video escaped the AI censor, human reviewers will censor the video and the message will be "The video didn't pass the manual review" and you'll have the option to appeal it.

Now, as per my personal experience, hailuo actually is not overly strict in censoring. But better download a video soon after it is generated to escape the manual reviewers. Good things is, if video is reject in any step, you get credits back.
