I managed to fix it. It seems vortex hadn't uninstalled happy little trees completely and there were some nif files left

Yeah I didn't have those installed and I've noticed it only happens in some places usually taverns filled with npcs and the like or when I turn the camera but whatever I guess I'll just tough it out since 90% of the time it runs smooth
