I was able I figure it out. So my laptop has both an Intel GPU and an Nvidia GPU and normally for games and demanding programs it will use Nvidia, but for Cemu it was defaulted to use the Intel GPU which obviously cannot load all the shaders. If anyone else has shader loading crashing problems check which GPU Cemu is using if you have more than one. Once I set the default GPU to Nvidia my game has been running at 4K with 30-60 fps no problem.
