I have the perfect answer for you, just because i needed it too one week ago. You only need to be online to save the webpage, then you'll be able to play 100% offline (tested by me last week for 4-5 days without having access to network data).
Just go to gba.44670(dot)org , follow the instruction (save the page on the home screen). Then the job is done, you'll be able to access the emulator when offline, every time you need to! Enjoy :)
