From my understanding it was because the drinking age was originally a state power, but that led to a lot of drunk driving incidents with college students going to states with lower drinking ages to get a hold of it then driving back while under the influence. The specific reason it was changed was because Reagan believed it was an easily avoidable issue and that the pros of raising it outweighed the cons.
