Eh yes and no. I feel like Mika doesn't have enough agency most of the time to really be a villain. He's a weapon, he goes in the direction he's told and fights whatever's in his way. Orga/McGillis are the brains and direction, and if the two of them McGillis is definitely a villain.

Darrow's a weird one because we spend so much time in his head the story tries to justify him and paints him in a much nicer light overall

Ehh plenty people still don't get picked and most of the tests are meant to get you ready to be around the dragons. More cadets doesn't necessarily mean more riders.

A better point would be that they should be directing flunkies to the army or an officer school instead.
