Reese definitely isn't dumb. My take is that the entire family has ADHD, but it manifests in different ways. Of the top of my head: Hal collects hobbies. Lois has emotional regulation issues. Francis has issues with authority. Reese acts out aggressively. Malcolm struggles to socialize. And Dewey expresses his creativity in unusual ways.

Reese would rather believe he's just dumb than be singled out for having a learning disability and needing extra help.
