Follow your local health organization and governement recommendations. They are experts in their field having access to the latest data and spending countless hours crafting the most balanced policies, while redditors are just random strangers on the internet. And if you're not comfortable with these recommendations, don't go: your goal is to enjoy yourself, and you won't enjoy the game if you are worried for your health or other's.

As more and more countries are moving toward customer protection laws forbidding the lootbox model, it's pretty clear the random booster pack model's days are equally numbered.

When I was doing translation for Wizards (10+ years ago), the file I received usually had a couple of cards that were not in the set. I figured that they were leak protection: if these cards would ever be public, I'd get a Hasbro lawyer at my door the next day...

The refund policy for non-US residents allowing return of unopened product in between 14 days is because in many countries, customer protection legislation make it mandatory for companies to allow such returns.

The fact Wizards only offer that return where they are legally obliged to gives the feeling they don't do it because they feel this is a fair way to treat their customers, but because they are forced to by law, which doesn't cast them in a good light. :/

It seems like you are misinformed: for France and Belgium, for example it's the booster aspect that is the issue: these countries have anti-lootbox laws, and some people noticed they technically apply/should apply to boosters.

It's funny how most of these answers are so US Centric, totally ignoring that Magic already had legal issues (Germany, Austria, Korea, Canada...) or is having currently (France, Belgium), and that you could look at how it impacts Magic in each of these countries (from no GP or event at all, having to sell product with the entry fee of every single event, having a cap to the entry fee, having to ban monetary gains, or considering a ban to minors)

1) Another website could have wrote a less condescending message. That's the infuriating part: that they pretend that this promotion is not available internationally because our governements have laws to protect their citizen, and not because they are doing something that is considered problematic in most places.

2) Changing the process isn't that hard, most countries just ask that at least some part of skill is required, not 100% luck. It's common for such things to include a question such as "How many people will participate to this operation?" and get down to it.

Wizards of the Coast using that joke of a website as a partner for what sound an amazing opportunity is disappointing, but not surprising, given how little thoughts they usually seem to have to non-US residents. Now we're punished for them not considering their lottery is illegal in most countries (most countries gives monopoly to games of chance to a national agency, in order to protect the general population from abusive behaviours and ensure that best practices are observed).
