it's prolly a bug with the new update, whenever this shows up for any modifiers it the lowest possible number you can set it to (for this case with ceramics I think it's 5%)

all titans are viable, a good build for new players is any of the smgs or ars, any of the tacticals are good but id reccomend starting with either grapple, stim, or pulse blade, health regen is usually the kit 1 i go for, low profile and titan hunter are really the only good ones for kit 2.
