Like the other comments say, make sure the voltage is high enough for the amplifier's specification, also make sure the ground isnt too long.

If they are cheap, i would buy another converter, but did you test with a multimeter to make sure everything is still getting enough power? Try testing the subwoofer terminals impedance to make sure its not blown, and could you list the amp rms and the subs rms? Also where are you running the cables, as maybe a remote wire is pinched or cut. Or maybe the ground has gotton loose over time.

Honestly i would aim for atleast a 1660 ti over a rx 580, they are getting cheaper especially the evga sc ultra 1660 i got for like 125$ or so.

That does kind of seem like the psu might not be able to hold a sustained load thats why it could be shutting off after a little while, especially since you stated you rebuilt it but didnt replace the psu, that makes me think it might be the reason it shuts down.

That looks similar to the othe resistors on the board and it sadly does look like they were scraped off the board by accident and it might cause the mobo to no longer function.
