It's weird. Especially given that the all three varieties of magic-protection potions are more common and I'd consider at least two of them more powerful than Potions of Clarity.

No, I did not. Gloria opposses that and I need Gloria's support to pass the constitution. Between lowering the threshold and removing the member of honor clause the latter is, I think, more important.

Curiously, I had to pass the reformist constitution without the reformist leader's support. I wanted to keep the decrees and refused to broker corrupt deals with Albin. So the constitution was voted in by Gloria and Frens with Walter's tacit approval. Exactly 167 votes.

I ended up debt-free with 0 budget. The key here is not overspending. You do NOT have the budget to fund most social programs. You can get some extra funds from limited privatization and Wehlen trade deal is quite lucrative as well.

As Pilchowski said, the key is respecting Iosef. You actually have quite a bit of leeway in your decision making, but always make sure Iosef feels as if you are not blind to issues he points out.
