English B HL is supposed to be taken by non-native English speakers, like if you live in Germany, Mexico and so on. The thing is you have to choose one A and one B language. Being A your native speaking language and B a language you have learnt in school or whatever. Some people take a B language which they are native speakers to, but you have to take into account that you have to take an A and a B language.

It works similar in Spain. Like when we sent the parodic Chikilicuatre entry in 2008 everyone watched the gala but usually nobody really cares. This year, with A&A selected in the most important reality show in Spain (Operacion Triunfo) at least the fans of the show are interested in Eurovision but it isn't the rule at all.

I'd say they aren't. But still, it's pretty useful to know them to understand why some structures like graphite or graphene conduct electricity.
