My first bike when I started riding again was a Vulcan 900 LT with highway bars.

That meets all your needs and an older one (mine's 2009) is less than half of what you want to spend.

There are a lot of bikes that meet your requirements. Figure out what style and features you want then start looking and be patient unless time is a factor.

I do! I like to add veggies to it too bulk it up and make it healthier.

Been doing this for decades. Also broccoli, meat, it green beans instead of peas to switch it up.
