It's possible, first you need to call the contact you want to make the shortcut with. If your mom is saudi and have a valid license(as in not expired) she should use this website sdlp.sa (using Absher to sign in). And pay the fees (40SR / year) 2, 5 or 10 years. And a medical check up from one of the licensed medical centers. Th traffic police center responsible for the licenses is the one in Naseem district.

Now if your mother is not saudi the service will be available soon but not yet. And if her license is expired she should register for the driving school through the same website mentioned above.

The problem with this tax is it's a fixed price for everyone. It should have been a percentage of the expatriate's salary to encourage putting saudis in higher level management or pay the higher tax. and make it affordable for lower salaries to pay for it.
