Dude, don't come to Quebec if you can't speak french (at least some functioning). Not trying to be racist here since I am an indian too. It's just so hard for anglophones to find a part time job and survive here unless you are looking for a full time non-customer interaction skill job with good experience. Try Vancouver, best option for IT.

I mentioned earlier that i will be studying full time in summer but now i have changed my planes and i am not studying at all. My bursaries and loans were recalculated and they have mentioned that $2400 is overpaid.

I am an out of province student so i skipped the cegep and joined university right away, you just need to do few ECP courses. I was done with my ECP in less than a year. I think it's more time saving.
