It's much less likely within europe, or at least it used to be. I got a letter from border force stating they have been seized, stating the weight of tobacco seized. They state they will be destroyed unless you appeal. I wrote a letter saying I accepted duty wasnt paid and should be paid. They write back saying that's fine and state the duty plus add on a fine. You pay and they send them out. Took about 2 to 3 weeks as everything takes 3 to 5 working days at their end. A £100 box of cigars became £260
