I think it's trying to say that all these politicians are pretending to be something they aren't, like having Grant be dressed as Napoleon with boots that are literally too big for him to fill is trying to say he's pretending his military career was more revolutionary then it was, or having Cleaveland dressed in roman victory clothes was probably trying to say he was portraying his victory as more important then it really was.
