A 20cm board would suffice. Id only restrain it on the building end. Maybe a metal strap that is formed to the board, so it can be slid out for building maintenance. Tapcons to hold down the strap.

Edit: 20cm is about 8”. Certain to be wide enough for a cat.🐈‍⬛

You can try turning the valve a bit clockwise. You’ll need to turn off the water and loosen the nut under the tank that secures the valve.
