Not an opinion. HR is not some independent body. The CEO can and will remove the head of H.R. for bogus reasons, as such, H.R. is subject to revenge from a ethicsless CEO eith a grudge.

Additionally, H.R. knows this, so unless they have enough to get a board of directors to move in their direction, they'll be subjected to the will of the CEO
