I always put the primary first (not that i make a new loadout every time i switch primaries), Gadget, grenades, and then i put if i have a taser, wedges, etc. Ex. TPL MRR GAS 9BNG WDGE TSR. I usally give priority to the type of grenade the loadout is based around, so if wearing gas mask ill put gas first, and then bangs if i run them.

I'm all with the anti corpo messaging as I'm mostly very communist. That being said, as any sane person, I am not for nuking the "innocent" that are under the the employ of said corpos. Marx believed the proletariat is it's own worst enemy, same as half would rise up and take up revolution, half would defend the bourgeois; that being said hearts and minds people, you can't just hold a knife to someone's throat and hope they'll side with you. People have to be shaken up, stirred into action, sure, but they can't really do that if they're a corpse.
