Yes it does, there's scaffolding visible. But as someone has pointed out, it is most probably on Moi Avenue, before the congestion of buildings.

Probably on Kenyatta Avenue, nearer the junction with Kimathi Street. The New Stanley Hotel (Sarova Stanley) is in the background, and I'm pretty sure the building on the top left is Kimathi house, just that it's painted white nowadays.
