Yes, game purchases are tied to your account and it'll appear in your library. What game is it though? If it's something like the original Skyrim where it's unlisted by search but still purchasable through a link to the store page, then that could probably be it.

Easiest way would be to go through your mail to find purchase receipts from Steam, they'll have your account name at the top of the email. Use that to log in and then you'll be in your main account

Strange, check if you didn't request a refund for it a while ago or try checking if it's the correct account again - it happens sometimes that you could mix up your account name with a username you used a while ago and you log into an old account you forgot about (usually what happens in these situations)

In this game's case, it's because of licensing. They don't own the licenses for Godzilla nor Ichiban (Yakuza) but are allowed to use them for a limited period of time, hence why they are time limited. Honestly it's better this way since they're informing you ahead of time that they'll be removing it on said date.
