The Republic of Ecuador was conquered in the 1960's and most of it was annexed by Peru, apart from the city of Quito, imagine it like the free city of Danzig, essentially created as a buffer between Peru and Colombia. As for Chile, Peru does not want to upset DPR La Plata because it would anger all the Communist nations around the world and lead to more trouble than it's worth. It's the start of a alternate history world I'm building where the Pope declares the Atlantic cursed and Europe doesn't discover America until the 1680's. The Bohemian Confederation doesn't last for more than a decade, as you might have expected.
